n_t is the number of anchor bolts that mobilize tensile force when
base plate is subject to large moment. These anchor bolts
are highlighted inside the red line area as shown below.

The program uses n_t to check the anchor rod tensile resistance as
 T_r=f_t,s n_t A_se f_uta  and compare it with the calculated anchor rod
tensile force caused by moment. The mobilized tensile force is
indicated as T in Fig.3.4.1 on page 25 of AISC Design Guide 1:
Base Plate and Anchor Rod Design 2nd Ed.
