The no of vertical rebars which are effective to resist the tensile anchors is
different in LC 2&3 - with moment case and LC 4 - without moment case.
Due to the moment, in LC 2&3 only part of anchors nt in the group mobilize
tensile force and as such only part of rebar nv-M in concrete pedestal is
effective to resist the tensile force, as illustrated below.
Tensile anchor nt = no of anchors which are not closely around column
compression flange can be counted as tensile anchors
To get nv-M in LC 2&3, user needs to identify the tensile anchors nt in the
group under applied moment, and count all the vertical rebar around these
partial group of tensile anchors nt within min( 0.5hef , 8" ) distance as the
no of vertical rebar nv-M
